The Miami raid was intended to serve a warrant on Cesar Zúñiga, head of a notorious drug cartel. Zúñiga had forged the diverse cocaine warlords of Colombia into a single syndicate, succeeding the outfits of Cali and Medellin. The drug lord had made a rare visit to the U.S., and Fernandez had received a solid-gold insider tip. Zúñiga planned to personally supervise a major cocaine transaction worth multimillions. Unfortunately, the Miami drug bust had come up empty.
